Since Obamacare's passage, over 12 million Americans have signed up for health insurance via the Affordable Care Act's marketplaces, and another 15 million Americans have become newly enrolled in Medicaid, in large part due to the Act's Medicaid expansion provision. Supporters held California up as proof the health law could work as intended.

The state's hospitals were especially hopeful to see the expansion: The ACA would begin reducing payments for treatment of the indigent - under the expectation that states would expand Medicaid - in the next few years, and the Alabama Hospital Association said numerous state's hospitals need Medicaid expansion to survive. That loss of federal money would make it hard for California to pursue health reform on its own.
