The pro-life measure comes a day after the anniversary of the landmark Supreme Court case Roe v. Wade and days before the annual March for Life in Washington.

Democratic President Bill Clinton removed it, then Republican President George W. Bush reinstated it before President Barack Obama removed it nearly immediately after his own inauguration. The policy, known as the "Mexico City" abortion rule despite having nothing to do with Mexico City, was first signed into law by President Ronald Reagan in 1985.

This includes USAID, which under the policy will be unable to provide funds to non-governmental organizations (NGOs) that provide referrals or counseling for abortion services, or advocate for the same. Though the Helms Amendment already prohibits the use of USA foreign assistance funds "for the performance of abortion as a method of family planning", the global gag rule goes further by banning NGOs from providing abortion care, counseling, or engaging in advocacy for abortion.
